Language is for everyone!

The mission of JNCL-NCLIS is to ensure that Americans have the opportunity to learn English and at least one other language, to advance the language profession in the US, and to raise awareness about the importance of language and international education to the national interest.

We shape national policy for World Languages, ASL, and international education and to raise the profile of the language enterprise.

JNCL and NCLIS represent the language profession to the United States. As professional organizations in teaching, translation, interpreting, testing, research, and many other fields, we raise public awareness of language as an enterprise vital to national well-being. The language enterprise employs 500,000 Americans who work to foster mutual understanding and who deserve continued public support.

Through advocating for the language enterprise in the US, JNCL-NCLIS works to

·         facilitate the free movement of people, information, and ideas,

·         build up mutual understanding and acceptance of cultural and linguistic diversity, and

·         Promote the personal development of the individual

The following are two presentations of interest.  The first is a presentation by William Rivers, regarding the Language Enterprise and the Private Sector and the possibility of collaboration. The second is a video on language advocacy.

Language Advocacy: Simulation Video

 JNCL-NCLIS was invited to the first-ever "State of STEM" address on February 13th, and was asked to bring a student delegation. We were joined by Betsy Sandstrom, Russian Teacher at Thomas Jefferson High School for Science and Technology, and three of her seniors, Emily Kelly, Kyle Angelotti, and Marilyn Atwood. We were also joined by Hans Fenstermacher, CEO of the Globalization and Localization Association. In the student Q&A with Dr. Holdren, the President's Science and Technology Advisor and Director of OSTP, Ms. Kelly asked a question on the role of FL in STEM in the 21st Century. Watch the excerpt of her question here!

Foreign Language and International Education

We advocate with the United States Congress and Executive Branch for all programs that support Foreign Language and international education, to include

·         Restoration of the Foreign Language Assistance Program

       (FLAP);

·      Full funding for TitleVI/Fulbright Hays;

·        Increased funding for

 o   StarTALK,

 o   The Language Flagship,

 o  The Boren Program,

 o   English for Heritage Learners,

 o  The National Security Language Initiative Program for Youth,

 o   The Critical Language Scholarship Program,

 o   The Teachers of Critical Languages Program and

 o   The Intensive Summer Language Institutes.

We work actively with the Departments of Education, State, and Defense to promote these programs, to monitor their implementation, and to advocate for expanded access to more languages and levels of learning. We work in close collaboration with the American Council on the Teaching of Foreign Languages to promote local and state advocacy. We work with the $15b US language services industry to promote language education and standards.

JNCL-NCLIS holds an annual Delegate Assembly and Legislative Day in the spring, affording members the opportunity to meet with their senators and representatives as well as US Government officials. During the Delegate Assembly members advocate directly for Foreign Language education. This year we will launch new features for the membership, to include webinars on advocacy, funding guides, and an on-line policy collaborative.
