2008 Competition

U.S. Department of Education
We expect to announce a competition to fund a small
number of new Foreign Language Assistance Program
(FLAP) grants in fiscal year 2008. At this time we
are unable to provide specific details about the
competition. We anticipate publishing the FLAP
application notice in the Federal Register and at
www.grants.gov
by the end of March. The reference number for the
FLAP LEA program is 84.293. If you have registered
in the past, your registration needs to be updated
annually.
While we are not able to disclose Departmental
plans, or the terms and conditions of the Fiscal
Year 2008 FLAP grant competition, we would like to
note the 2008 Appropriations Act language for the
FLAP program below:
"That $3,000,000 of the funds available for the
Foreign Language Assistance Program shall be
available for 5-year grants to local educational
agencies that would work in partnership with one or
more institutions of higher education to establish
or expand articulated programs of study in languages
critical to United States national security that
will enable successful students to advance from
elementary school through college to achieve a
superior level of proficiency in those languages."

give you general information that will be helpful in
writing a proposal. Please note that the 2008
application will not be identical to the 2006.

Intent to Fund Down the Grant Slate for the Foreign
Language Assistance Program

84.293B - Local Educational Agencies
Because a significant number of high-quality
applications remain on the last year's grant slate
and limited funding is available for new grant
awards in FY 2007, the U.S. Department of Education
will use the grant slate developed for the Foreign
Language Assistance Program (FLAP) for Local
Educational Agencies (84.239B) in Fiscal Year (FY)
2006 to make new grant awards in FY 2007. This slate
was developed using the selection criteria,
competitive preference priority, and application
requirements included in the May 19, 2006 notice. No
changes to selection criteria, competitive
preference priority, or application requirements are
required by this action.

Foreign Language
Assistance Program (FLAP) Application Reviewers
Needed
The U.S. Department of Education seeks qualified
individuals interested in reviewing applications for
the Foreign Language Assistance Program. These
reviewers will independently read and evaluate
applications submitted to the Department.
Qualifications:
• Recent experience in teaching foreign languages in
K-12 public elementary/secondary schools in the U.S.
or, in preparing teachers to teach foreign languages
K-12 in the U.S.
• Ability to use technology to complete reviews
Tentative Reading Week August 14 to 18, 2006
All materials and grant applications will be mailed
or available on-line.
Review comments and scoring will be completed
on-line through the U.S. Department of Education’s
e-Reader system.
