Kolter Elementary School FLAP
French, Japanese, Spanish
The Kolter Languages/Cultures Program was
established in 1985 to provide elementary students
in HISD with the opportunity to study a foreign
language - Spanish, French, and Japanese. The
program is unique in that all students in the school
participate in the study of a language for a six
years. It is now time to re-examine this successful
program in light of the National Standards for
Foreign Languages and the changes in foreign
language instruction. The staff seeks assistance
from FLAP to upgrade the program and strengthen the
K - 12 continuum with Johnston Middle School and

Elementary Foreign Language for Bilingual Education
Spanish
This project plans to develop a model K-5 Spanish
language program, and to establish a long-term
relationship with the University of
Wisconsin-Madison (UW), which will provide for the
training of future and current elementary schools
teachers with add-on certification in Spanish. The
strategy is a new type of "limited immersion
approach" with involves the inclusion of both
English and Spanish-speaking students in Spanish
language classes during the regular school day (30
minutes 4 to 5 times a week). The second strategy is
called "teacher training through peer student
teaching." A new form of teacher education first
tested in Canada, through which teachers in training
are able to begin teaching the subject matter
immediately, without the need for a conventional
cooperating teacher.
